Responsibilities

GENERAL PURPOSE:

As a member of the Supply Chain ERP project team, the Technical Application Lead provides support for the more complex technical issues and initiatives related to a large-scale strategic project including applications, systems, databases and/or other technical products and services. This position will interact with multiple disciplines of the Medical Center and its affiliated hospitals including, but not limited to Clinical, Financial and Business Operations to insure data integrity, integration and reporting needs are met for UR Medicine. This includes diagnostic, simulation and other tools to maintain, troubleshoot and restore service or data to application systems. Act as an internal technology consultant regarding use of tools and processes and evaluates service level agreement criteria. Identifies gaps in current technology processes and recommends changes to assure SLAs can be supported. Oversee complex migrations from development to production, upgrades, installations and/or configurations. Evaluate, design or review queries to extract data, create standard databases, or perform limited programming to fine tune systems supported. Completes project sizing updates/writes policy documentation and procedures and creates and/or provides related training. Analyzes performance trends, capture and report metrics and recommends process improvements. Assesses changes for risk to production systems and assures quality, security and compliance requirements are met for supported areas. Creates, updates and tests the business continuation plan. Provides team technical recommendations to team or project members in a technology organization. Manage tasks and/or project resources. Provides work technical direction and monitors work progress and adherence to technical process controls/standards. Provides subject matter expertise to less experienced analysts. Administrative responsibilities include managing and providing metrics and reports reflecting service level support and project progress. Other responsibilities include adherence to change management and control, service request intake, process and documentation. Assignment of additional projects and requests to perform analysis and programming addressing challenging tasks may be assigned as needed.

RESPONSIBILITIES:

System/Application Administration :

  • Serving as the Technical Lead for the SCM ERP project team.

  • As part of the day to day operations, supporting the application and related EDI and interfaces, offering a true 24/7 support.

  • Oversees and develop business continuity planning exercises and configuration management

  • Responsible for patching, application updates, security vulnerabilities, compliance requirements and vendor system upgrades

  • Consult with application teams regarding questions and requests for service for various applications and tools related to SCM ERP and data management such as SSRS, SSIS, Tableau, HPM, BOE and other data platforms supporting the enterprise

Operations Support:

  • Ability to utilize applications tools like SSIS, SSRS, Excel, ITIL Tools to capture and generate metrics related to service and project requests intake and progress

  • Monitor related queues in Service Now for business and operations support to insure timely acknowledgement and service level commitments

  • Develop and maintain policies related to data use agreements and data transfer standards to guide and minimize risk while insuring data security and integrity

  • Perform periodic reviews of security and access to data sources

  • Insure compliance with organizational policies related retention, HIPPA and PII privacy and security for patient and personal data

  • Provide on call support as needed for business continuity and operations

  • Respond promptly to all problems keeping in mind the computing environment supports a user community that requires access to critical patient care and business information 24 hours a day / 7 days a week.

  • When necessary respond to critical problems in person and remain on-site until the problem is resolved and all operating system / database components impacted are available and accessible.

Project Management:

  • Perform a high level of complex thinking from an operations/continuity point of view in order to properly assess, define and provide effective and proven solutions for clinical/business/operations processes

  • Perform process and flow design and review

  • Maintain a current knowledge of technology and an advanced level of software skills through self-study programs, reading technical journals, attending job related seminars, and personal development conferences that develop and strengthen technical as well as inter-personal skills.

  • Function as a technical and analytical mentor for team members

  • Develop and maintain operating and database software documentation that is necessary to support the products installed

  • Maintain an awareness of current projects and deadlines and assign priorities as required. Complete projects on time and within budget constraints

  • Use project planning tools and methodologies to develop and track tasks associated with large projects as requested

  • Assist in budget planning and identifying, researching and justifying vendors, products and tools that will improve the efficiency and production of the organization.

  • Participate in the planning and implementation of projects, which includes the design and execution of acceptance test plans to ensure a successful implementation. Perform thorough testing of own and other team members’ developed code. Develop system documentation for all developed processes, including design and technical specifications.

UR REQUIREMENTS:

Bachelor’s degree in related discipline such as Computer Science, Business, Mathematics, Statistics, Science or Engineering; and 4-5 years of related experience, preferably 2-3 years in a supervisory capacity; or an equivalent combination of education and experience.

PREFERRED REQUIREMENTS:

  • Master’s degree

  • 7 years relevant work experience

  • ERP or Supply Chain systems experience

  • 7 years of business analysis experience

  • 5+ years of application development experience, architecture, data modeling

  • Ability and initiative to learn new technologies

  • Must understand relational data bases and schemas

  • Excellent organizational, time management and project planning/strategizing skills.

  • Experience in monitoring development and ensuring best practice development techniques.

  • Proficient in identifying project needs, estimating and prioritizing tasks, setting intermediate goals and milestones to accomplish the final outcome. The ability to function as a team player and lead team members in enterprise level projects.

PREFERRED TECHNICAL SKILLS:

  • All Microsoft Office (Including Office. Project & Visio)

  • SQL experience (MSSQL Server)

  • proficient in Microsoft SQL Management Studio and Visual Studio

  • Advanced SQL skills with focus on SSIS, T-SQL for MSSQL Server, MS Excel skills, and working knowledge of C# and scripting languages and Visual Studio

  • Knowledge of ITIL Framework and Processes in an enterprise environment

  • Knowledge of SDLC practices with focus on agile development, systems/process orientation

  • Other desirable skills include Data Exchange (EDI), B2B, integration, data architect and modeling

  • Experience with Allscripts, Meditech, Workday SCM, P2P or Financial systems preferred

  • Excellent customer service skills.

  • Strong understanding of technical and infrastructure environments (application design/architecture, data storage requirements, data communications, web technologies, network, security, etc.)
