GENERAL PURPOSE:Applies understanding of industrial manufacturing techniques to the design, procurement and inspection of specialized electrical, optical or mechanical components or technical services.SPECIFIC RESPONSIBILITIES:
Under general direction and with considerable latitude for independent judgment:Assists several design and project engineers in procurement of specialized components and in detailing manufacturing drawings or performance specifications.Reviews and analyzes background information and specifications, assists in the development of all phases of the project.Works with project engineers to obtain materials and manufacturing services consistent with program schedule and budget.Writes or coordinates development of specifications, work statements and bid packages for procurement of specialized commercial equipment or services. Applies guidelines established by Purchasing Department to document vendor liaison necessary for award of government contracts. Estimates cost to manufacture hardware prior to preparing Requests for Quote.Evaluates vendor proposal for conformance to specification and ability/intent to perform according to contractual agreement. Conducts vendor surveys to select qualified potential Bidders.Performs assignments associated with research design or development and manufacture of specific parts, components of projects. Generates and performs test procedures and inspection procedures, observes factory acceptance testing and conducts on-site inspections.Guides drafting of manufacturing drawings to assure economy, manufactureability, parts availability, interchangeability and conformance to industrial drawing standards.Supervises technicians or assemblers performing in-house manufacture of specialized assemblies and equipment.REQUIREMENTS:Bachelor's degree in Engineering, and 4-5 years of industrial manufacturing experience and familiarity with industrial manufacturing methods and drawing standards; or an equivalent combination of education and experience
