CPEP/EOB (Extended Observation Unit)

Description of Patient Population:

    The social worker is assigned to EOB. She/He is responsible for the provision of social work intervention for all patients in the EOB. As a team member, she/he provides psychosocial assessment, diagnostic evaluation, crisis intervention, resource consultation. She/he identifies appropriate treatment resources for patients and facilitates these referrals within Strong Behavioral Health and to the community. On the EOB service she/he provides social work psychosocial risk assessment and intervention.


    Administrative (10%)

  • Ensures that Social Work Division, Department, and Hospital policies and procedures are implemented with regard to professional practice, discharge planning and patient care.

  • Attends monthly Social Work Division and Program Staff Meetings.

  • Participates in routine committee process of the Social Work Division and complies with Social Work Division and Departmental quality assurance and staff development activities.

  • Participates in activities of the Social Work Division including, but not limited to timely completion of time reporting and other Hospital or Division forms; Hospital and Division mandatory in-service training programs and UHS reviews.

  • Subscribes to the Departmental goal of creating a culturally competent environment by treating patient, families, trainees, and co-workers in a sensitive manner with appropriate attention to cultural differences.

  • Participates in available cultural competence events and training appropriate to job duties.

    Clinical (90%)

  • Identifies specific individual and systemic barriers to discharge and develops a plan for addressing each barrier to affect a safe discharge in the most timely manner possible.

  • Facilitates involvement of agencies providing care to the patient and family/support networks, in working collaboratively for discharge of the patient to the community.

  • Notifies and involves supervisor and/or department administration as appropriate in order to affect a timely, safe discharge for patient.

  • Initiates referrals to departmental clinics and/or community agencies for service as needed to facilitate discharge.

  • Insures that proper treatment and referral protocols are followed with respect to child abuse, domestic violence, consultation with specialty clinics, and referral both within and outside of Strong Memorial Hospital.

  • Documents social work intervention in patient's chart in compliance with Division, Department and Hospital policy.

  • Provides psychosocial risk assessment and intervention for patients admitted to the the EOB.

    Teaching (TBD)

Based on experience and as determined by the social work supervisor may supervise social work graduate students, psychiatric residents, medical students, and family medicine residents assigned to the Psychiatric Emergency Program. Supervision relates to psychiatric/psychosocial assessment, crisis intervention, continuity of care, and disposition planning.

Research (TBD)

The social worker may participate in social work and/or interdisciplinary research endeavors as determined by the social work supervisor, in consultation with the Social Work Clinical Manager in Psychiatry.



Professional performance is supervised by a Social Work Division supervisor who is licensed by the State of New York (LCSW).


  • The social worker is accountable administratively and clinically to the Senior Social Work supervisor for provision of social work services, and adherence to social work policies, procedures, and standards of professional conduct. The job performance must conform to the expectations set forth in the position description.

  • The social worker is accountable to the Program and Medical Directors of CPEP for providing professional social work services in accordance with the policies and standards established by the Service and the Department of Psychiatry.


    Social work evaluations are conducted annually by the social worker’s supervisor, with commentary from the Program or Medical Director of the CPEP. Annual salary and promotional recommendations are made by the social worker’s supervisor in consultation with appropriate Social Work Division personnel. Salary increases and professional promotional recommendations are subject to guidelines established by the Social Work Division, Strong Behavioral Health, and the University of Rochester.


    The social worker who occupies this position must have a MSW degree from an accredited social work graduate program and a New York State Education Department license (LMSW). He/she must have experience in a mental health setting.


    This position description is reviewed annually by the social worker and his/her supervisor. Position review provides input from the Program or Medical Director of the CPEP, and for updating, as needed. Similarly, if a new social worker is hired for the position, review and update of the position description should occur. Changes in the position description are recommended by the supervisor, in consultation with the Program or Medical Director of CPEP. Any position modification is authorized by the Social Work Division Clinical Manager for Psychiatry.
