POSITION SUMMARY:

Under the general direction of the LLE Accounting Manager, with latitude for exercise of independent judgment, performs independently a wide range of administrative tasks in LLE’s primary functional areas. Responsibilities include administration of complex federal contracts and sponsored awards, reviewing terms and conditions to adhere to both University and Sponsor policies, assisting those who apply for receive external support, working closely with LLE Accounting Team to develop proposal budgets and navigate post-award issues.

SPECIFIC RESPONSIBILITIES:

50% - Performs professional work involving the management of DOD contracts using procedures outlined in the Federal Acquisition Regulations (FAR), the DOD Federal Regulations (DFAR). Must have the ability to interpret legal documents, including complex RFPs, in support of federal contracts. With highly developed attention to detail, assumes responsibility for performing administrative activities on all LLE contracts and grants supported by a wide range of public or private sponsors.

20% - Applies a variety of policies and regulations to unique situations, articulates approaches to complex situations and provides guidance to the LLE faculty on the administration of federal contracts. Assists LLE faculty with the preparation and completion of contract reporting requirements.

5% - Assists faculty with the complete range of funding proposals to public and private sponsors, including complex RFP’s in support of federal contracts. Ensures that all proposals conform to University and sponsor policies, and provides guidance to LLE applicants.

5% - Maintains good working relations with faculty, staff, sponsors' grant and contract officers and subrecipient sites. Maintains good working relations with all University offices involved in sponsored funding, including Office of Research & Project Administration, UR Ventures, Office of Research Accounting and Costing Standards, University Audit and Office of Counsel.

5% - Works independently to maintain responsibility for tasks to be performed by setting priorities and analyzing proposals and awards.

5% - Utilizes the University’s Integrated Online Research Administration System (IORA) in order to prepare proposals, monitor awards, maintains working knowledge of Electronic Research Administration (ERA) systems such as Grants.gov, Research.gov, FedConnect and PAMS, in order to assist LLE faculty and staff.

5% - Provides guidance to LLE faculty on post-award issues, such as allowability of costs, rebudgeting requests to sponsors, requesting no-cost extensions, and overall program management.

5% - As assigned, assumes responsibility for special projects and studies

REQUIREMENTS:

Bachelor's degree in an administrative area (e.g., Management, Accounting, Finance, Law, or Public Policy), and 4-6 years of related contract administration experience; or an equivalent combination of education and experience. Proficiency in PC software (Word, Excel, PowerPoint, and Access) is essential. University of Rochester CLASP certification and special knowledge of U.S. Department of Defense and Defense Counterintelligence and Security Agency (DCSA)Industrial Security Directorate regulations is highly desirable.

Pay Range

Pay Range: $ 58,000 - $113,000 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
