General Purpose:

Responsible for the administrative, operational and financial management of the program. Responsible for carrying out the mission of the department/services through successful development of strategic plans, business and operational plans for new and/or expansion of services, organizational operating budget and expense management, facility and equipment expansion projects, marketing, web and fundraising proposals. Under the direction of the Department Chair, serves as the Program Administrator for the Department, including Medical Center Divisional programs and functions. Responsible for the overall operational and financial performance of the Department and its programs.

Specific Responsibilities:

Strategic Initiatives – Work collaboratively with Medical Center Senior Leadership team and Chair of the Department to develop and implement department strategic initiatives including: new programs and program expansions and capital infrastructure development.

Operations Management – Oversee operational functions to ensure coordination of clinical programs and appropriate oversight and infrastructure to support excellence in clinical care delivery including. Serve as liaison with facilities for renovations, space planning/utilization, and IT. Working with the Department Chair and organizational leadership, lead the development, implementation and maintenance of the department/division strategic plan and demonstrate the managerial expertise necessary to support high functioning programs in any combination of the following areas: Patient Care, Education, Research, Quality and Patient Safety and/or other specific department initiatives. Perform analysis, compile data and advise the Department Chair relative to long-range planning strategies, department organization, financial forecasting, human resource management, patient relations, space and equipment, marketing strategies and external relations.

Responsible for organizational structure and operations throughout the department, through direct involvement and though supervision of department leaders and staff. Ensure department/division is properly staffed with well-trained, skilled employees; monitoring staffing levels and making appropriate adjustments to provide adequate coverage for all department functions. Implement improvements to achieve maximum efficiency and effectiveness in all areas of operations. Responsible for delivering the highest level of customer satisfaction within all areas of operation and for creating a culture of excellence among staff.

Develop business plans for new programs, services and program expansions, including recruitment of new faculty; monitor these initiatives, once approved and implemented, to ensure that performance is consistent with the business plan. Recommend and implement changes in department procedures as necessary, and ensure that changes are implemented effectively. Work with administrative staff to ensure that information is communicated effectively to staff. Plan, develop and execute marketing analysis to determine the department market position; interpret findings and makes recommendations.

Organization – Act on behalf of the organization and the department, effectively balancing departmental requests with organizational policies and procedures. Maintain liaison with other Medical Center Divisions for administrative problem resolution and general information purposes. Serve on Medical Center committees to represent the department.

Finance – Through direct involvement and through supervision of the Department Finance Manager, oversee all financial matters within the Department which includes the development and monitoring of all operating and capital budgets, approval of expenditures, preparation of reports, and preparation of financial forecasts. Oversee the ongoing implementation of the Department’s faculty practice plan which includes the faculty compensation plan and ongoing transactions in compliance with the faculty practice plan. Develop and maintain internal controls to ensure compliance with University financial policies and procedures. Through direct involvement and through supervision of the department billing administrator, oversee all aspects of the revenue cycle and Billing Office operations. Monitor financial performance to ensure that revenue is optimized and financial targets and benchmarks are achieved. Communicate with appropriate URMC Divisional Finance offices on financial matters.

Leadership: Partner with department leaders and the HR Business Partner to oversee human resources functions throughout the Department. Make decisions regarding structure, employment, compensation review, promotions, disciplinary actions and terminations; conduct performance evaluations. Monitor staff satisfaction and initiate actions to ensure high levels of engagement. Articulate goals to establish a service culture and to provide a first rate experience for customers (patients, referring providers, faculty). Ensure staff are provided job training and professional development, performance evaluations, coaching and counseling on matters of discipline.


Graduate degree (MBA, MPA, or MPH) and 3-5 years of relevant experience in personnel, fiscal and resource management; or an equivalent combination of education and experience.
