The Facilities Program and Compliance Manager is responsible for the overall safety and facilities operations for the clinical off sites. Responsibilities include the verification of the building preventive maintenance programs, record archives and document management. Develops regulatory policy & procedures to assure consistent engineering practices are followed. Monitors compliance with all University policies & procedures. Manages primarily contractors, technical trade's personnel and supervisors in the resolution of issues and establishing best practices. Assures overall compliance with regulatory agencies (The Joint Commission, NYSDOH etc.) through internal auditing of work records and database reporting. Validates architectural specifications and "as-built drawings" upon tum over from architect, contractor or Real Estate Services. Represents and prepares reports for the Medical Center Environment of Care Committee (ECC). Assures facility performance meets needs and expectations of customers. This position will help to ensure that life/fire safety inspection and testing responsibilities are met and that the records for those items are managed to 100% compliance.
Provides management and total facilities oversight for the clinical off site activities that include capital renewal construction, renovation, and maintenance activities for all disciplines.
Assures that hospital's operational and financial interests receive maximum attention and the decisions are consistent with overall goals and objectives. Analyzes financial and productivity data to identify trends and. opportunities to develop performance improvement initiatives.
Represents the department internally and externally with outside agencies, organizations, contractors, consultants, and suppliers. Serves on hospital and Medical Center based committees, working groups and/or ad hoc task forces, providing program expertise and contributing to the attainment of successful results.
Oversees compliance with the preventive maintenance program which includes the building maintenance program with performance reporting to the Environment of Care Committee (ECC) that demonstrates Joint Commission, NYSDOH and regulatory compliance.
Participates in the interviewing and selection of department candidates.
Meets with customers to provide service recovery as necessary. Resolves internal operational problems and issues and coordinates with the designated contractor, Property Manager, and other University staff in resolving broader problems and issues.
Reviews, justifies, and makes final recommendations for capital budget submissions to the department Director.
Overall responsibility to insure 24/7 staff coverage where required at assigned off sites to assure appropriate emergency response and to insure staff is prepared to respond. Includes management of on-call schedules and special projects.
Participates in and directs the contractor's efforts. Informs the contractor and landlord of operational deficiencies and recommends appropriate corrections and revised procedures.
Responds to maintenance emergencies and participates in management rotation if required.
Completes comprehensive reviews of construction project drawings, participates with the Project Risk Assessment Group and design specifications to ensure that document content meets University standards and complies with the JC Environment of Care requirements. Functions as a participant in project coordination, walk-throughs, commissioning, acceptance and tum-over. Works with the assigned Environmental Services group to address reported deficiencies on off-site facilities.
Provide independent inspections to identify facility deficiencies and initiate compliance measures with the NYSDOH, OSHA, NFP A or other applicable codes including manufacturer's service recommendations. Generates work orders for corrective action on identified deficiencies. Tracks and verifies completion of corrective actions for maintenance and repairs.
Maintains necessary files to accomplish evaluations and assures departmental code compliancy. Supports the NYS Certificate of Need process on behalf of the hospital. Secures, records, and distributes building and equipment documentation related to the Statement of Conditions and the Environment of Care requirements.
Works closely with the University Real Estate Office and Fire Marshal's office to ensure life ty drawings are available, accurate and up to date.
Identifies pending Life Safety deficiencies/PFls to the University Fire Marshal's Office. Tracks and secures approval for the timeline and funding for correctives; monitors the progress and assists in verifying completion of the correctives. Implements ILSM' s that will coincide with facility deficiencies until they are formally addressed.
Manages policy creation, implementation, updates and promulgation.
Develops operational procedures in conjunction with Supervisors and Managers including best management practices.
Responsible for inspecting and documenting the physical condition, safety systems of all buildings to include mechanical spaces, roof tops, and work areas, shops etc.. Supports proper storage, life safety and housekeeping practices utilizing the assistance of the contractor and landlord agents if required.
Works in conjunction with Infection Prevention and other University departments to identify and implement needed correctives, and verify the efficacy of the correctives relating to the required work.
Participates in regulatory and agency inspections, develops corrective action plans and the verification process to resolve identified issues. Works in conjunction with EH&S and Quality Assurance. Agency inspections may include the State or Town Fire Marshal and other JC, DOH, DMH, OSHA, or others.

Bachelor's Degree in engineering, architecture, construction science, construction management with 5 years increasingly responsible experience, or an A.A.S. Degree in a trade related discipline with 8-10 years supervisory experience; or an equivalent combination of education and experience
