position summarY:

The Military Program Counselor provides direct assistance to the Financial Aid Office (FAO) and to veteran and Reserve Officers’ Training Corps (ROTC) students enrolled at the River Campus and School of Medicine and Dentistry (SMD). Primary responsibilities include serving as a liaison and School Certifying Official (SCO) for certifying veteran’s and ROTC benefits for student veterans in the division of College Enrollment (Admissions, Financial Aid, Enrollment, Pre-College Programs, Student Employment and Veteran and Military Family Services), for the River Campus, and the School of Medicine and Dentistry (SMD). The Military Program Counselor serves as the primary certifying official responsible for anticipating, certifying, and reporting U.S. Department of Veterans Affairs (VA) educational benefits for approximately 100 student veterans, veteran dependents, veteran spouses, and active-duty military personnel enrolled at both undergraduate and graduate levels. As the liaison, s/he/they provides support to the VA School Certifying Official at Eastman School of Music (ESM) for approximately 15 students.

This position commands excellent oral, written, and interpersonal communication skills in a culturally diverse environment. Must demonstrate a professional, resourceful approach; maintain a global perspective with a commitment to issues of diversity, and the ability to work in a team setting with all levels of management, faculty, and staff. With minimal direction, the counselor must possess the skill to prioritize various tasks, possess and exercise analytical skills when required, have experience planning and tracking the details of many projects, and accommodate ever-changing priorities. Additional cross-training within College Enrollment along with non-traditional work hours may occur.

Specific responsibilities:

Veterans Programs

25% Manages:

  • Assists students to obtain and maintain educational benefits through the United States Department of Veterans Affairs as the primary (VA) Certifying Official.

  • Oversees the creation and management of VA benefit eligible student records in compliance with University and VA regulations and guidelines.

  • Utilizes the college's information systems (UR Student/PowerFAIDS) to obtain program, enrollment, and academic standing information to report to the VA.

  • Anticipates VA funding to be received for 100 students each semester or quarter (dependent upon the college) of the regular academic year based on individual eligibility for billing purposes.

  • Uses PowerFAIDS to enter, maintain, and update anticipated VA funding to disburse to the Bursar’s Office for the River Campus and for SMD.

  • Enters, maintains, and updates information for students receiving VA educational benefits in the VA portal, VA-Once and Army IgnitED program.

    25% Logistics:

  • Processes certifications, terminations, additions, and adjustments to VA benefits in accordance with VA regulations and timelines.

  • Writes procedures to ensure that the educational benefits process operates smoothly.

  • Trains and acts as a VA liaison for financial aid staff at ESM and as a resource for staff at SMD and in the FAO.

  • Communicates with various offices to discuss prospective and current veteran students.

  • Maintains information for Tuition Assistance eligible programs, tuitions rates, fees, and associated policies on behalf of the institution.

    25% Customer Service:

  • Serves as the financial aid counselor for all Veteran/ROTC students at River Campus and SMD, processes and reviews financial aid applications, completes federal verification, packages awards and counsels’ students and families.

  • Responds to VA educational benefit inquiries by email, zoom, or telephone, provides information as requested.

  • Meets with prospective and current students to discuss veteran eligibility and benefits.

  • Maintains UR-Veterans Listserv and sends communications to the list members.

  • Maintains and updates internal forms, marketing materials, and website information.

    20% Reporting:

  • Ensures required VA documentation for each student receiving VA education benefits complies with federal and state laws, regulations, policies, and procedures, including but not limited to program of study, attendance, progress and withdrawals, previous college transcripts, etc.

  • Reconciles tuition and Yellow Ribbon payments received from the VA by comparing VA rosters with student accounts to ensure adequate funding is received.

  • Tracks graduation dates for each student and reports them to the VA as required.

  • Maintains list of approved educational programs in conjunction with the New York State Bureau of Veterans Education through the Web Enable Approval Management System (WEAMS). The VA provides educational benefit funding to students that participate in approved programs.

  • Updates (UR Student) with veteran information for tracking and federal reporting purposes.

  • Partners with the Department of Veterans Affairs on audit requests.

  • Serves as the point of contact for the Department of Defense Memorandum of Understanding to allow the University to make VA certifications.

5% General Responsibilities:

  • Continues growth and development in the veteran and financial aid domains through attendance at conferences, workshops, etc. as a participant, panelist, presenter, or moderator as needed for the purpose of determining and implementing best practices, remaining current in the field, and incorporating this knowledge into practice.

  • Other duties as assigned.


A bachelor’s degree or equivalent combination of education and training is required. Microsoft Suite of Products or the equivalent and data analysis required. Experience working with the veteran population and / or serving as a VA School Certifying Official, working with students, their families as well as college or university faculty and staff, financial aid administration preferred.
