GENERAL PURPOSE:In collaboration with Information Systems Division’s senior leadership team, HR Business Partner (HRBP) and the Assistant Director, Finance and HR plans, coordinates, implements and oversees activities to support the recruitment and onboarding, mentorship programming, staff development, satisfaction, and retention of ISD staff members. Serves as the Department’s point of contact relative to recruitment and onboarding, department-specific training, form processing, and departmental policy development. Represents department frequently in working with various Medical Center groups, as well as with external entities involved in the above activities. Partners with department’s senior leadership and HRBP to execute effective management practices while ensuring alignment with University and department policy, practice, and objectives. Demonstrates iCARE values in each of the major responsibilities.
Recruitment and Onboarding
Partners with departmental hiring managers to determine staffing needs. Provides support, tools, and resources to assist with the hiring process and candidate evaluations. Partnering with Talent Acquisition and others as needed, identifies and develops useful recruitment sources and negotiates and manages recruitment contracts.
Participates in community and regional partnerships, as well as professional organizations, in regards to market expansion of qualified professionals and related recruitment efforts.
Works collaboratively with the Office of Equity and Inclusion, HRBP, and department diversity and inclusion officer to develop and maintain recruitment and hiring practices consistent with University of Rochester equity and anti-racism action plan.
Administers and manages the department new hire orientation program, reviewing with the URMC Learning and Development team and other key stakeholders on process improvement and to ensure consistency and updates as necessary.
Updates open ISD positions on ISD website. Follows up with HR Service Center on postings; regularly reviews all open position in HRMS. Updates and maintains functional job descriptions under guidance from HRBP.
Staff Development, Satisfaction, and Retention
Understands the operational and business impacts of positions and compensation, and works with ISD leadership and HRBP to make recommendations for reorganizations, reclassifications, equity adjustments, and other improvement opportunities.
Regularly assesses retention and attrition with reports to Senior Director (SDR) Cabinet.
Reviews job descriptions and compensation data related to job offer recommendations with the department HRBP. Secures appropriate approvals as needed. Processes PAFs accordingly.
Promotes a positive departmental employee engagement environment. Works with HRBP to seek and encourage regular department wide feedback, assesses concerns, and guides department and section specific improvement initiatives. Develops mechanisms for soliciting feedback.
In collaboration with the department HRBP and the Employee Engagement team, assists with the Employee Engagement Survey launch preparation and result interpretation for ISD staff. Collaborates with ISD leadership and HRBP to review and continually improve satisfaction scores. Supports employee recognition activities and initiatives.
Collaborates with key stakeholders to develop, administer and oversee mentoring and succession planning programs. Coordinates recruitment and matching of mentees and mentors, and provides ongoing oversight and guidance to program participants. Guides and coaches key ISD stakeholders in the development and administration of succession plans.
Ensures compliance with University time reporting process including the appropriate and effective use of the Human Resources Management System (HRMS).
Assists department leaders with understanding performance management processes (i.e. end of introductory period review timing). Under direction of HRBP provides templates to managers including, but not limited to corrective actions, Performance Improvement Plans, etc.
Assists department leaders in ensuring accurate and timely completion of annual and off-cycle performance evaluations.
In collaboration with department leadership and HRBP, establishes department-specific performance standards. Implements effective and standardized processes for using performance management and reporting tools.
Ensures all performance management activities meet enterprise directives and expectations.
Human Resources Administration
Processes personnel action forms (PAFs)
Reports to Leave Administration all employee disabilities and returns to work.
Competency and training
Participates in the planning, development, and dissemination of department-specific training in partnership with directors, managers and supervisors.
Department Policy Development
Under the direction of HRBP and ISD senior leadership, provides input on department policies and ensures compliance with department policies and procedures. Coordinates application with University policy and federal/state law.
Establishes mechanisms to assess effectiveness of policies and tools, and facilitates ongoing improvement initiatives.
Recommends and implements operational or policy improvements as needed.
Performs other responsibilities and projects as assigned.
REQUIREMENTS:Graduation from college. 3 years of related work experience including at least 1 year in an administrative capacity in an academic office or project management, or the equivalent experience in business. Excellent oral and written communications skills.How To Apply
