General Purpose:

The Director of Central Utilities and Energy Management for the University of Rochester will have overall responsibility for the business and success of central plant operations and utility system distribution and will be fully accountable for meeting volume and operating plan objectives. The Director will lead the development and implementation of strategic planning objectives for the Central Utilities plant and the Energy Operations Group (EOG). In addition, this individual will direct the Energy Management program including central automated monitoring and control.

As the primary representative to customers, community and business leaders and regulatory agencies, the Director will have full operational accountability and will be responsible for the Central Utilities plant financial performance. The Director will also provide a strategic vision for the utilities functions for all University owned facilities and lead the implementation of efficiency improvement projects for University facilities and the overall operations.


The Director will be responsible for the effectiveness of overall business which includes:

Operation of the Central Utilities Plant and EOG Operations:

  • Build a high performance, empowered leadership team, and ensure that all facilities are maximized to plant capacity factor, availability, performance and efficiency.
  • Directs the planning, engineering and operation of University primary utility generation and distribution systems, including the Central Utilities plant, chilled water, steam, water, sewers, gas and electric.Directs the activities of the Energy Operations Group.
  • Develops policies/procedures that deal with energy issues to include conservation including such issues as long term fuel agreements/tariffs, alternative energy supplies, etc.
  • Collaborates in the preparation of all department budgets, including Central Utilities plant operations as well as purchased utilities and the Energy OperationsGroup
  • Lead a complex multi-functional organization in achieving top and bottom line business objectives and driving profitable growth.
  • Provide oversight and management ofmultiple initiatives by establishing courses of action to ensure that work is completed efficiently in identifying issues, adjusting priorities, establishing management routines, tracking progress, and leveraging resources.
  • Formulates and implements near and long term action plans for the Central Utilities plant that will result in organizational improvements.
  • Provides professional engineering assistance when necessary for Central Utilities plant operations, distribution system operations and controls.
  • Directs energy management program development.
  • Recommends policies/procedures to improve energy efficiency relating to campus building, utility production and distribution systems
  • Establishes operational and maintenance procedures.Determines improvements and modifications.
  • Represents the Central Utilities and Energy Management
  • Organization and interacts with members of the University community regarding primary utilities.Maintains close working relationship with CU customers in facilities operating groups. In addition, develops and maintains relationships with union representatives, major vendors and customers
  • Manage the purchase of natural gas for the main plant and other off campus buildings.
  • Main contact with RG&E; and NYISO on electric and gas supply to the University.

Program Management & Strategic Planning/Vision:

  • Coordinates broad-based University input into development of a long-range energy management program.(Master planning).Determines University primary utility requirements and directs units responsible for the generation and distribution of all utilities from the Central Utilities plant and from entrance point of purchased utilities and sewers to building walls. Coordinates all Master Planning efforts (scope, budget and timetable for all projects)
  • Oversees the long-range physical plan from concept planning through build-out.
  • Plan and coordinate major capital project for existing plants and University locations. Develop and maintain five and ten year facility master plans on all University facilities.
  • Directs teams to conduct energy audits, energy efficiency evaluations, energy studies, and implementation of energy master plans, and energy efficiency and renewable energy projects.
  • Assisting clients with solving critical energy production and use problems, and recommending solutions possibly requiring major planning efforts and/or public consensus building.
  • Partner with clients to help them win grants, save money, and become sustainability leaders.
  • Responsible for development and financial execution of energy management projects, including energy auditing, energy modeling for building design, renewable energy and energy efficiency projects, and greenhouse gas management projects.

Financial Management:

  • Ability to understand and analyze financial data (e.g. volume trends, returns on investments, budget vs. actual, volume and rate variance analysis) and the ability to understand the relationship among various data.
  • Supervise preparation of annual budget, budget controls, and budget variances for the efficient management of the business.
  • Directs operations responsible for utility measurement and data gathering for report generation and in-plant financial and utility accounting.
  • Prepares or directs preparation of special reports and studies as required.

Staff Management:

  • Set business and performance objectives for the team; establish a culture that promotes performance excellence.
  • Motivate teams to produce quality results while fostering a positive work environment.

Commercial Responsibility & Local Communications:

  • Represent the University and its interests in the community by managing ongoing relationships with the local community and the regulatory community and ensure that the Central Utilities plant meets goals for servicing the customer.
  • Develop and implement expanding business strategies, processes and programs that represent University business interests in the regional community.
  • Acts as the principal University representative with Federal, State and local regulatory agencies with jurisdiction over University effluents and emissions.Insures compliance with statutes.Prepares or supervises preparation of monitoring reports.


  • Bachelor’s degree in Mechanical or Electrical Engineering
  • 10 years’ progressively responsible experience in the Energy & Utilities industry with specific experience with district energy or utility power infrastructure
  • 10 years’ experience leading and supervising a staff in a district energy production facility, central plant, building or large facility as a Plant Manager or General Manager
  • Demonstrated strategic, conceptual and analytical skill, including solid understanding of relevant commercial energy issues
  • In-depth knowledge of the economics and technologies associated with the provision of district energy services
  • Excellent communications skills with the ability to interact with all levels of an energy organization, from operational management to senior leadership. Ability to easily convey complex information in presentations and high-level reporting.
  • Demonstrated excellent negotiation and conflict resolution skills
  • Ability to collaborate with colleagues at all levels of the organization regarding a variety of relevant issues
  • Proven leadership and demonstrated experience in workforce management, supervising a diverse team, and delegating assignments as needed
  • Demonstrated ability to manage multiple projects, goals and objectives
  • Demonstrated success in implementation of work plans strategies, and directives in a cost-effective and efficient manner


  • Master’s degree in Engineering or MBA
  • Professional Engineer’s License
  • LEED AP certification
