Plans, develops, and directs University of Rochester Medical Center (URMC, UR Medicine) institution-wide activities associated with the implementation of Information Systems Applications Training, Implementation Support & Performance Improvement Services. Serves as the advisor to institutional leadership on policy, procedures, and practice changes as it relates to learning, user adoption and efficient use of information systems, attends senior leadership forums. Ensures an integrated, operational approach to information system training, implementation support, user adoption and realization of benefits through technology changes. Engages a broad, diverse group of stakeholders, and builds consensus on the technical, functional and workflow design required for the enterprise informatics training, implementation and post-live performance improvement services. Ensures project target dates are met on-time and within budget. Proactively identifies project risks and develops a risk management plan for mitigating those risks. Strictly manages the project scope. Directs and supervises staff and resources to assure efficient and effective operations. Serves as a member of Information Systems Divison’s (ISD) Director’s team.


  • Maintains a broad knowledge of current and future application capabilities and related learning management tools for Epic and other strategic application partners to meet growing demands for information integration and technology training.

  • Conducts research and publishes decision point documents for use in the department, end user communities, and governance committees.

  • Develops roadmaps and long-range plans for all training services and applications in the assigned enterprise IT portfolio.

  • Fosters relationships with relevant clinical and operational leadership

  • Maintains a strong understanding of learning innovation, technology and their application to achieve clinical/business objectives and integrates this knowledge with the hospital’s and information system’s strategic plans.

  • Establishes strategic alignment by linking IT strategy with URMC's business imperatives and a planning process that communicates effectively about costs, impacts, and reporting.

  • Provides enterprise learning and support systems analysis and area expertise required to support the learning, user performance improvement, implementation of enterprise wide systems and new business initiatives. Conducts feasibility studies, prepares analyses and presents recommendations to Hospitals and Medical Center.

  • Plans, manages, and participates in relevant capital and operating budgeting processes. Maintains an ongoing awareness of project resources in relation to budget plan parameters and rate of spend for use in decision making and influence in assigned area and across ISD.

  • Formulates and prepares project plans with activities, dependencies, dates and timeframes, resource requirements, milestones and deliverables. Monitors progress of project activities and insures all critical implementation criteria are met and provides status reports to hospital, medical center and integrated delivery system steering committees. Manages project scope and timeline. Approves and or escalates material deviations from scope and plan as appropriate.

  • Provides direction and supervision for assigned areas of responsibility, including onboarding of internal and external resources required to ensure successful project outcomes. Allocates and assigns personnel and technical resources to meet enterprise needs.

  • Advises IT management, relevant steering committees, and other leadership forums regarding the direction of enterprise informatics training, Super User programs, implementation support, user adoption and performance improvement systems and applications and participates on departmental, hospital, and medical center committees. Serves on URMC and IT committees as assigned.

  • Participates in developing and monitoring various metrics of IT systems training and support effectiveness and efficiency including up-time, overall performance and capabilities for disaster recovery. Works with IT Service Management teams to develop end-to-end change, incident and problem management processes. Ensures that all incidents are handled in a timely and appropriate manner and acts as a primary point of escalation during critical incidents.

  • Maintains close ties with information systems vendors, assuring appropriate delivery of software, systems, support, and implementation activities as specified in contracts.

  • Fosters a high-performing environment by focusing on inter and intra-team collaboration, employee career development and advancement planning, and leading by example. Actively participates with ISD Directors’ team. Collaborates with team on new policy, interpretation, updates and the setting of new department wide initiatives. Makes recommendations on employee engagement, motivation, retention and growth of staff. Keeps informed of all ISD-wide activities and maintains knowledge of all ISD clinical and revenue-related functions. Offers resources and assistance when possible to internal ISD Directors and Managers during projects, vacancies. Assists in the recruiting of designated positions within ISD.


  • Masters Degree in Computer Science or Business Administration required

  • 5 years information systems experience required

  • 2-3 years of supervisory experience or project management, preferably in an academic medical center required

  • or equivalent combination of education and experience required

  • Seven (7) years of progressively responsible and directly related work experience preferred.

  • Ability to communicate effectively at all levels of the organization including with executives, physicians, and nurses preferred.

  • Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational issues preferred

  • Ability to establish the strategic direction and business plans for a functional group preferred

  • Ability to evaluate contracts and manage vendor service agreements preferred

  • Ability to manage complex project and resources (people, costs, and time) across multiple departments preferred

  • Ability to negotiate and manage contracts and service agreements preferred

  • Ability to use judgment and make sound decisions preferred

  • Knowledge of leadership and staff development practices and principles, coaching, talent management, strategies and programs preferred
