GENERAL PURPOSE:

Manages the design, planning, implementation, coordination, operation and evaluation of reporting analytics as part of the University’s strategic planning. Interacts with senior management providing necessary data analysis and forecasting to facilitate ongoing strategic discussions as it relates to ensuring comprehensive, competitive benefit offerings and HR strategic initiatives. Manages team responsible for day-to-day operational benefits administration system processes. Provides professional direction to staff on projects. Coordinates and prioritizes Total Rewards projects which require technical support from HRMS. Devises methods for gathering information, analyzing and interpreting data; prepares reports and presentations for multiple audiences. Reviews and analyzes program effectiveness performance, ROI, and outcomes; makes recommendations for changes as needed. Maintains a working knowledge of assigned program issues by reviewing literature and abstracts and attending pertinent meetings and seminars

RESPONSIBILITIES:

Serves as the primary business consultant for identifying and coordinating system solutions for functional Office of Total Rewards-Benefits needs.

  • Consults with Managers and HR Representatives in the Office of Total Rewards-Benefits to understand needs for Benefits Program administration, gathers specific requirements, evaluates, documents and recommends proposed solutions.

  • In collaboration and input from functional areas of Office of Total Rewards-Benefits needs, prioritizes, document requirements, and tracks progress of the work of the IT/HRMS team to implement solutions to functional Benefits needs.

  • In collaboration and input from functional areas of the Office of Total Rewards-Benefits, facilitates transmission and coordination of data between the Office of Total Rewards-Benefits, HR Administrative Services, and Payroll.

  • Devises methods for troubleshooting and resolving daily production issues related to employee enrollment and/or payroll deductions.

Serves as project lead from the Office of Total Rewards-Benefits needs on the myURHR project. Acts as SME on the project team during development and implementation of the new system and then act as lead within the Office of Total Rewards-Benefits.

Assists Senior Director and Director with strategic oversight, evaluation of recommendations for improvements in benefits, policies and procedures, based upon benchmarking, regulation changes and employees’ needs/request. Ensure programs are market-competitive and aligned with organizational and people strategies. Drive business decisions, supporting operations and influencing business results. Evaluates effectiveness of programs and services, reports observations and makes recommendations for improvements in benefits, policies and procedures.

  • Collects and analyzes benchmarking data comparing the University’s benefit plans and practices with local, regional and national peers. Responds to survey requests re: the University’s benefit plans and practices from national and local entities such as CUPA-HR, Aon, Mercer and Greater Rochester Chamber of Commerce (GRCC).

  • Responsible for establishing metrics for baseline and on-going performance management of programs. Prepares reports, charts and graphs summarizing data. Recommends appropriate changes to management based upon benchmarking, regulation changes and employees’ needs and requests.

Hires, trains, supervises, develops and manages a team of highly skilled and motivated employees; focused on the day-to-day efficient operation of the benefits administration and analytics areas within the Office of Total Rewards-Benefits, and allocate responsibilities and work processes across the function. Conduct performance assessments, and foster a positive team environment among staff. Ensures training and cross-training of staff to ensure efficient operations and minimize interruption of service delivery. Pursue professional growth by attending industry conferences, participating in webinars, seminars, as well as participating in professional organizations.

Responsible for all facets of vendor management including contract review/renewal, regular evaluation of programs and services offered, as well as pricing, and customer service as it relates to data and analytics applications and ACA compliance. Makes recommendations for change to Sr Director and Director, as appropriate. Monitors performance, identifies problem areas, and assists in the development of new agreements.

Develops and updates as appropriate, various compliance reporting used for the benefit plans, including those required under federal or state regulations. Ensures benefit plans and processes comply with all current federal and state regulations and requirements, including reporting, disclosures, and testing. Responsible for the coordination of Control Group members with the University, as it relates to compliance-related efforts. Accountable for timely implementation, evaluation and success of programs and functions.

Responsible for managing the benefits for those working outside of New York State. Coordinating efforts with the HR Out of State Employment Office to provide real-time state mandates/requirements that include those related to non-leave benefits, for any new request, as well as any changes to laws/regulations for all known states/countries where UR employees currently reside.

Serves on executive committees, strategic planning teams, task forces, and other teams as necessary for the development and execution of the strategic plan; and provides expertise and counsel on matters related to the effective utilization and development of resources. As assigned, assumes responsibility for special projects involving complex planning and recommending changes. Assumes responsibility for the project, establishes time tables, activity plans and directs the efforts of any assigned subordinate staff.

Develops and delivers presentation materials for internal education and decision making. Counsels on past practices, policies and procedures. Advises on and interprets complex policies and legal issues requiring a case-by-case analysis. Keeps abreast of University policies and procedures, changes in various relevant federal and state laws, and issues and developments in the human resources profession.

QUALIFICATIONS:

  • Bachelor’s Degree with major course work in a human resources/benefits related or analytical science field required

  • 4-5 years’ demonstrable experience leading comprehensive analysis of benefit programs required.

  • equivalent combination of education and experience required.

  • Knowledgeable with Microsoft Suite, virtual collaboration tools (Zoom, Box); Adobe, etc. preferred.

  • Ability to effectively communicate and interact, both orally and in writing, with people across diverse backgrounds and cultures preferred
