Associate VP Facilities Operations

GENERAL PURPOSE:

The Assistant Vice President of Facilities Operations directs facilities operations, maintenance, and repair; housekeeping services; grounds, events, operations and maintenance construction projects, and the 24-7-365 call center for the University of Rochester across all sites, including properties at River Campus, Eastman School of Music, Memorial Art Gallery, Mt. Hope Properties, University of Rochester Medical Center and owned off site medical facilities. Coordinates activities with University Facilities and Services divisions to ensure operational needs are met.

JOB DUTIES AND RESPONSIBILITIES:

  1. Provides strategic leadership, direction, and oversight of all facilities management services. Resolves operations and maintenance problems. Accountable to the Senior Associate Vice President of Facilities and Services, Directors, Deans, Department heads and others for setting priorities and schedules to ensure facilities fully supports each areas¿ programmatic mission.

  2. Directly and through subordinate staff, prepares and manages annual operating and capital budget. Develops recommendations for capital construction activities, deferred maintenance renewal and annual operations budgets; exercises budget control. Coordinates the budget preparations with the budgeting processes of respective divisions.

  3. Participates in the development of long-term strategic initiatives to support both the Master and Strategic Plans.

  4. Interacts and provides guidance concerning University and department policy and procedures. Assists in promoting more cohesive and professional facilities management practices across the entire University. Provides efficient communication channels for coordination, long-range planning and problem resolution. Handles grievances and ensures constructive labor relations. Participates as a member of the Management team during contract negotiations between the University and local Unions (SEIU, IUOE).

  5. Through directors, assistant directors, managers and supervisors, directs trades personnel, environmental service, grounds teams and others including contractors performing support services. Hires or makes the principal recommendation on the hiring of departmental staff, completes performance reviews and recommendations on promotions, salary and other personnel matters. Determines composition and organization of staff and assigns responsibilities. Establishes and maintains high employee performance expectations and ensures that department personnel are appropriately trained and supported in safely performing efficient, high-quality work.

  6. Serves on various committees, works closely with other departments to provide liaison and consultation on Facilities services. Participates in activities or professional organizations and represents University Facilities and Services as appropriate with various agencies (i.e. APPA, ASHE, The Joint Commission, NFPA, City of Rochester, Town of Brighton, Consulting Engineers, Architects, New York State and Monroe County Health Departments.)

  7. Ensures departmental review of construction plans and specifications for all proposed buildings and their environments and coordinates operations and maintenance activities with construction projects.

QUALIFICATIONS:

Bachelor's Degree required in Architecture, Engineering, Facilities Management, or a related field; Advanced degree preferred. A minimum 10 years of experience required in an academic, medical or institution of similar complexity required; 15 years of experience preferred. Experience with significant managerial responsibilities in higher education or health institutions with at least a portion of that experience in the supervision of large workforces engaged in general maintenance or construction preferred. Increasing responsibility and an excellent track record in all phases of Facilities Management. Required knowledge, skills and abilities: Demonstrated successful interpersonal communication and leadership skills; Candidates must have a demonstrated working knowledge of applicable building codes and regulations; building systems (mechanical /electrical/ plumbing/ building envelope); general maintenance, construction project management and delivery; Candidates must have the ability to work in client-facing situations.

Pay Range

Pay Range: $159,500 - $239,300 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
