General purpose:

The Administrator for Clinical Operations has responsibility for all patient care operations in the Department - the Access Center, Faculty Office operations, Orthopaedic clinic sites, and all services and programs of Sports and Spine Rehabilitation, Hand Rehabilitation, and Orthotics and Prosthetics. The primary goals of this position are to ensure through oversight of these units, patients receive the highest level of care and service, that care providers are able to function in a highly efficient environment, and that staff work in a highly rewarding and respectful environment. Responsibilities also include the development and implementation of policies to support patient and employee satisfaction, the monitoring of financial and budgeting goals, and program development.

Duties include, but are not limited to:

(20%) Operations

  • Develop policies, procedures and metrics to establish administrative and clinical expectations. Implement “best practice standards”.

  • Establish goals to ensure a first-class service culture and a highly efficient and first rate experience for patients.

  • Conduct assessments to maximize operating efficiency and effectiveness. Continually review administrative functions for opportunities for process improvement. Facilitate implementation of electronic processes that will lead to work efficiencies.

  • Maintain and monitor statistics related to volume, productivity, and other relevant factors and initiate action as required.

  • Ensure compliance with SMH and URMFG policies and NYSDOH, Joint Commission, HIPAA and other regulatory requirements.

(20%) Staff Leadership

  • Accountable for all staff in direct and indirect patient care and service functions via a structure of managers.

  • Articulate the Department’s vision for the delivery of patient care services, set relevant goals, and hold all staff accountable for service excellence.

  • Ensure that staff are provided job training and professional development, performance evaluations, counseling and action on matters of discipline, and all other human resource issues.

  • Ensure clinical competency of staff through observation and evaluation in order to maintain best clinical practices and quality outcomes.

  • Monitor staff satisfaction and initiate actions as required to ensure high levels of engagement. Effectively communicate with staff on all relevant topics in an effort to reach service excellence goals.

(15%) Patient Satisfaction

  • Monitor patient satisfaction and initiate action as required.

  • Develop and maintain performance indicators, including surveys and statistics, and initiate operational changes as warranted.

  • Respond to concerns raised by patients, providers, and others. Investigate and address quality of service problems.

(15%) New Programs

  • Facilitate the development of new and expanded services such as new clinical programs and satellite locations for current programs.

  • Plan new clinic facilities, including providing direction and guidance in facility design.

(15%) Financial

  • Develop and monitor URMFG and SMH operating and capital budgets for clinical operations.

  • Work with Department leadership to achieve a balanced budget and improve profit and loss position.

  • Develop capital equipment requests.

(10%) Facilities

  • Ensure upkeep of facilities and grounds so that a safe and attractive environment is maintained for patients and staff. Oversee furniture and equipment needs.

  • Define facility changes that will optimize provider efficiency and supports delivery of high-quality patient care.

(5%) Institutional

  • Serve on Medical Center committees to represent the Department on programmatic issues.

    Requirements :

    Graduate degree, preferably in Health Administration or Business Administration and a minimum of 3-5 years of relevant experience in personnel, fiscal and resource management; or an equivalent combination of education and experience.
