Responsibilities

POSITION SUMMARY :

Under the direction of the Medical Director and Program Administrator, the Administrative Director for URMC Clinical Trials Central Laboratory (Clinical Trials) is responsible for the leadership, financial, and personnel activities within the Clinical Trials division. Serves as Administrative Director of the planning, directing and coordinating of all phases of the clinical trials studies. Acts as liaison and has extensive contact with the Medical Center, School of Medicine and Dentistry, project sponsors and other divisions within the Department of Pathology & Laboratory Medicine.

Reporting Structure

The Administrator reports to the Program Administrator of the Department of Pathology and Laboratory Medicine and the Medical Director of the UMRC Labs Clinical Trials Central Laboratory. Reporting directly to the Administrator are the Directors of Business Operations and the Managers of Project Management, Data Management, Technical & Scientific Affairs.

Essential Job Functions

Administration/Leadership (50%)

  • Strategic Planning: Works with the Medical Director and Program Administrator to in developing strategic plans and formulate division policies. Able to present the plans succinctly to the Governance Committee. Works collaboratively with other Department Administrators, School Administrators.

  • Regulatory Compliance: Ensures compliance with federal state and local laws and standard of accrediting agencies (e.g., FDA, CLIA, CAP, OSHA, etc.) for all Clinical Trials Labs operational and billing activities, including operations in laboratories performing work under contract from or in collaboration with Clinical Trials Labs.

  • Operations: Helps maintains an efficient, effective, customer service oriented central administrative leadership group. Continually analyzes staffing, financing, operation, policies, systems, and procedures to ensure an efficient and effective operation and to adapt to internal and external change. Supports the determination of future space needs and utilization, maintains existing physical facilities and oversees construction and renovation projects. Works with the Data Management team to oversee the administrative aspect of all ongoing technical projects to support the Clinical Trials mission. Works with the Medical Director to develop, design, and implement the operational structure and workflow required to successfully operate the clinical trials business model.

  • Demonstrates initiative in improving operational and financial performance with effective decision-making, planning and implantation skills.

  • Builds relationships throughout the entire Department of Pathology and Laboratory Medicine.

  • Participates in operational meetings to help formulate and administer policies and procedures.

    Personnel Management (30%)

  • Human Resources: serves as the primary contact for all personnel matters in Clinical Trials, working closely with the HR business partner.

  • Maintains an efficient, effective, customer service oriented central administrative leadership group.

  • Sets and meets standards of behavior creating an atmosphere of teamwork and respect. Promotes and sets accountability for a just culture and an engaged workforce.

  • Accountable for the operational and professional performance of all section employees.

  • Oversees the performance evaluation process; provides constructive feedback for employee development.

  • Appropriately following Human Resource policies, recommends actions as to hiring, transfer, promotion, disciplinary action, and termination. Interviews candidates.

  • Manages section manpower by ensuring the productive use of staff and setting limits for overtime (monitors usage).

  • Administers section Wage and Salary program, insuring equity and appropriateness of salary according to performance standards.

    Financial Performance (20%)

  • Finance: Works with the Program Administrator, Manager of Finance and Medical Director to develop operating and capital budgets for Clinical Trials. Assures sound financial management by overseeing the production and distribution of financial, accounting, and budgetary reports.

  • Works collaboratively with Finance to optimize billing and collections operations.

  • Uses long term planning to evaluate capital purchases and justify emergency requests.

  • Manages purchasing and expense activities in accordance with approved budget. Identifies and implements opportunities for reducing expenses and improving the efficiency of the process.

  • Assures sound financial management by overseeing the production and distribution of all financial, accounting, and budgetary reports; provides oversight management of Clinical trials labs.

  • Supports the Manager of Finance and Medical Director to oversee invoicing and revenue capture operations, and works collaboratively to optimize billing and collections operations.

  • Establishes reporting procedures to track and improve business operations.

    Other

  • Engages hospital and medical school administrators to support high quality, compliant, and cost effective services to Clinical Trials Lab clients. Performs other activities as assigned by the Program Administrator and Medical Director.

    Requirements

    Master’s Degree in Healthcare or Business Administration and 5-6 years of relevant work experience, including at least 2 years at a managerial level; or an equivalent combination of education and experience. Demonstrated ability to manage a large, complex department. Previous Clinical Trials experience is preferred.
