Responsibilities

Position Summary:

The position reviews processes and makes recommendations for operational improvement and assists in setting strategic direction for University-wide information strategy, systems, and services; including development of long-range goals and budget objectives.

Duties and Responsibilities:

Under general guidance and with considerable latitude for independent judgment and initiative:

Responsible for the oversight of University information systems including management of the NC engineering team, and services in support of University business continuity along with day to day operations.

Assists Directors and University community in the establishment of University-wide policies and procedures for University Information Technology.

Develops, models, monitors and enforces University and Organization standards and values.

Assists the University IT leadership team in representing technology opportunities with Vice Presidents, Deans and department chairpersons.

Provides direction and supervision for assigned areas of responsibility. Organizes and directs the activities of the department, hires, disciplines, and/or discharges subordinates within established University guidelines; evaluates performances, recommends salary adjustments and initiates other personnel actions. Identify and encourage leadership opportunities for team members and motivate organizational excellence. Plans and implements training programs.

Analyzes operational aspects of assigned areas and prepares activity/progress reports and recommendations for improvements.

Formulates and monitors operational and capital budgets for assigned areas of responsibility. Evaluates, costs-out, selects, and coordinates the installation of technology equipment.

Employs technical and administrative expertise in the development of specifications for University information systems, and services in support of University of Rochester objectives. Respond constructively and with innovation to end-user requirements by understanding the business problem, the technical and programming requirements, and the level of service the user community expects.

With leadership, maintains responsibility for the 24 hour a day, uninterrupted operation of the University information systems, and services including, but not limited to, telephones, administrative and academic computing services, data center operations, systems administration, data networking, directory, and operator services.

Manages administrative responsibilities related to specific University-wide information systems, and services including budgeting and billing for services. Manages contracts and other business relationships with vendors and common carriers. Coordinates with University community to assure reliable, cost-effective information system services.

Assists in the diagnosis and remediation of technology incidents including hardware, software, systems and information security problems.

Demonstrates in-depth knowledge of systems within the University environment. Collaborates with, and advises, user departments with regard to feasibility of systems and procedures. Demonstrate the ability to think in creative ways in order to methodically reach desired goals in a wide scope and breadth of information technology needs.

Assumes the role of Director in his/her absence exercising direction and supervision of all departmental activities. Represents the department to University officials and external customers in the Director’s absence.

Keeps abreast of trends and technical developments in the field by self-study, participating in job-related seminars, courses, or conferences, and liaison with vendors. May represent the University in organizations and initiatives at the local, state, and national level as appropriate.

*Education/Experience: *

Bachelor’s degree in related technical discipline and 3-4 years of progressive experience at a supervisory level in a technology environment, or an equivalent combination of education, specialized training and experience. Master’s degree preferred.
